Job Description:

Provides expertise for the development and implementation of Quality Management requirements on assigned projects. Ensures that the project quality systems meet the requirements of ISO 9000 series and company policies to achieve compliance with agreement, technical integrity and fit for purpose in overall engineering, materials & equipment procurement and constructions, pre-commissioning and commissioning of the project till successful start-up and handover to end-user.

Job Responsibilities:

  • Monitors implementation of QA/QC activities throughout the projects phases (starting from implementation of Contractor’s QA/QC systems, detailed engineering, design, procurement, manufacturing, pre-fabrication, construction, pre-commissioning, commissioning) to initiate preventive action and application of effective control.
  • Reviews and develops quality specific requirements to be assured by Contractors during engineering, design, procurement and manufacturing, construction and commissioning and ensure preventing non-conformity at all stages of the project.
  • Handles technical and compliance audit, PMT/audit team and arranges interview and visits for physical verification to ensure that the company quality requirements are established, implemented and evaluated.
  • Reviews contractors’ internal / external audit programme. Participates in Contractors audit and provides an independent assessment of audit effectiveness.
  • Ensure effective implementation of company’s/project’s inspection strategy (related to vendor and field inspection) by the TPI agency (TPI resource) to ensure that the quality of critical equipment and material are within company specified acceptance criteria.
  • Monitor compliance to Company/Project’s internal procedural requirements by all the IPMT members. Proactively advise for any non-compliance (if identified) and support the concern team to ensure full compliance (including but not limited to maintaining Lessons Learned register, Internal Audit, Risk Workshop, Risk Register, NCR register update, timely closure of NCRs, Audit Actions, etc.).
  • Review contractors’ QA/QC plans and procedures as well as inspection, testing procedure and plans to ensure the compatibility of the design, manufacturing and construction with company requirements.
  • Remain up-to date on Project Quality and related issues.
  • Keep Project QA/QC related requirement and information up to date with and adhere to Company and Project related procedures
  • Attend internal / external Project reviews and other meetings, as necessary
  • Reviews and monitors the activities and performance of TPI agencies and prepares feedback on area of concern for appropriate remedial action to ensure the adequacy of utilization and control of TPI resources.
  • Ensure all engineering deliverables prepared by the Contractor and/or Vendor(s) are in full compliance to the project and company handover requirements (document numbering, revision control, format, template etc.)
  • Continuous monitoring of Contractor/Vendor/Sub-Contractor activities and deliverables for any sign of non-compliance and take proactive action(s) as required to avoid any deviations / quality issue.
  • Ensure that all tasks assigned by the SPM or QA/QC Manager are completed on time and within budget
  • Review and verify Contractor/Vendor/Sub-Contractor’s Reports on QA/QC matters.
  • Ensure /support the IPMT in the application of Quality requirements
  • Actively participate in the EPC Contractor’s Quality Assurance processes of construction, including quality audits and the development of appropriate quality documentation.
  • To monitor and ensure full compliance to overall project quality assurance and quality control requirements by the main Contractor, including Vendor(s), sub-contractor(s) engaged for the project.

Job Requirements:

  • Ability to prioritize tasks and to delegate them when appropriate.
  • Shall be a certified QA/QC Engineer and Lead Auditor.
  • Proven track of site based experience, brown field work is a plus,
  • Excellent organizational skills and attention to detail.
  • ASNT/NDT Level II in RT/PT/MT/UT
  • Excellent time management skills with a proven ability to meet deadlines.
  • Strong supervisory and leadership skills.
  • Sound knowledge of industry governing codes & standards,
  • GCC Projects experience, UAE Projects experience is preferred
  • CSWIP 3.2 Welding
  • Strong analytical and problem-solving skills.
  • Must be fluent in English both spoken and writing
  • Excellent interpersonal and customer service skills.
  • NACE / BGAS CSWIP Coating
  • Minimum of 10+ years of experience in oil & gas, petrochemical industry, including 6+ year experience in Quality Assurance/Quality Control (QA/QC) role as QA/QC Engineer.
